Most units cannot move and fire in the same turn, and so the amount of shots per turn will be reduced as the unit moves. Ifa unit is capable of two shots per turn, and moves a little way, it may still fire one shot. Ifi it were to move a bit further, it would lose the second shot and have to wait until the next turn to fire.
